The Principal Contractor has extensive duties under CDM 2015 (Regulation 13). Failure to comply can result in HSE enforcement action, project shutdowns, and prosecution. Use this 20-point checklist to verify you are meeting every obligation.

Confirm your formal appointment as Principal Contractor is in writing from the Client
Verify you have the skills, knowledge, experience, and organisational capability for the role
Prepare the Construction Phase Plan before the construction phase begins
Ensure the Construction Phase Plan is proportionate to the project risks and regularly updated
Establish site rules appropriate to the project (access, PPE, permits, drug/alcohol policy)
Provide a suitable site induction for every person working on the project
Ensure cooperation and coordination between all contractors and subcontractors on site
Consult and engage with workers on health and safety matters (worker forum or representative)
Ensure all contractors have provided adequate RAMS before commencing work
Check and monitor that all contractors and workers have appropriate competence and training
Ensure welfare facilities are provided from day one: toilets, washing, rest, drinking water, changing
Prevent unauthorised access to the site (secure hoarding, locked gates, signage)
Display the F10 notification to HSE prominently on the site noticeboard
Maintain the site noticeboard: employers liability insurance, emergency contacts, site rules
Ensure all incidents, accidents, and near-misses are reported and investigated (RIDDOR)
Implement and monitor a suitable traffic management plan for vehicles and pedestrians
Liaise with the Principal Designer on pre-construction information and design risk management
Maintain and update the Health and Safety File for handover to the client at completion
Ensure arrangements are in place for monitoring, review, and continuous improvement of H&S
Carry out regular documented site inspections and safety audits with action close-out
