Verify the Construction Phase Plan is current, relevant, and accessible to all on site
Check all RAMS are task-specific, current, and workers have been briefed and signed
Audit CSCS card compliance: sample-check at least 10% of workers on site
Review training records: verify all required certifications are in date (IPAF, PASMA, CPCS etc.)
Check all plant and equipment inspection records are current and filed (LOLER, PUWER)
Verify fire risk assessment is current and fire safety measures match the assessment
Inspect all fire escape routes, assembly points, and emergency signage
Audit first aid provisions: qualified first aiders on site, kits stocked, accident book available
Check COSHH assessments are available for all hazardous substances on site with correct storage
Verify all permits to work are correctly issued, displayed, and closed out when complete
Inspect all working at height controls: scaffolding, edge protection, harness use, rescue plans
Audit excavation safety: shoring, edge protection, buried services checks, permits
Check lifting operations: lift plans, appointed persons, slinger/signaller competence
Inspect temporary electrical systems: PAT testing, RCD protection, cable management

Check manual handling assessments and mechanical aids availability
Verify welfare facilities meet minimum standards (toilets per workers, hot water, drying room)
Observe worker behaviour: PPE compliance, safe systems of work being followed
Check housekeeping standards: clear walkways, material storage, waste management
Review the accident/incident log: trends, investigation quality, corrective actions implemented
Verify toolbox talk records: frequency, attendance, relevance to current site activities
Check subcontractor management: pre-qualification records, performance monitoring
Audit environmental controls: dust, water discharge, contaminated land, waste transfer notes
Review communication systems: site noticeboards, emergency contacts, chain of command
Document all audit findings with photographs, assign corrective actions with deadlines, and schedule follow-up
