What Is a Traffic Management Plan for Construction Sites?
Last updated: 5 March 2026
A traffic management plan (TMP) is a document that sets out how vehicles, mobile plant, and pedestrians will be safely managed on and around a construction site. Its purpose is to prevent collisions between vehicles, plant, and people. which remain a leading cause of death on construction sites.
Why Traffic Management Plans Matter
Being struck by a moving vehicle is one of the HSE's 'Fatal Five' causes of death in construction. Every year, workers and members of the public are killed or seriously injured by construction vehicles. A traffic management plan is not optional. it is a critical safety document.
What Should a Traffic Management Plan Include?
Site Layout
- Vehicle access and egress points
- One-way systems where possible
- Turning areas and reversing zones
- Designated loading and unloading areas
- Plant and vehicle parking areas
- Pedestrian routes and crossings
Segregation
- Physical separation of vehicles and pedestrians (barriers, fencing)
- Designated pedestrian walkways with protection
- Exclusion zones around operating plant
- Separate access points for vehicles and pedestrians where possible
Controls
- Speed limits (typically 5-10 mph on site)
- Banksmen requirements for reversing vehicles
- Signage (speed limits, one-way, pedestrian routes, hazard warnings)
- Lighting for access routes and working areas
- High-visibility clothing requirements
- Vehicle inspection and maintenance schedules
Deliveries
- Delivery schedule and booking system
- Designated delivery routes and waiting areas
- Banksman provision for delivery vehicles
- Unloading procedures and equipment
Public Interface
If the site affects public roads or footpaths, the TMP must also address:
- Temporary road closures and diversions (with local authority approval)
- Pedestrian diversions and temporary footpaths
- Chapter 8 signage for highway works
- Wheel washing to prevent mud on public roads
- Coordination with local highways authority
